Think it's because of Bee Network. In Todmorden? Yes because Greater Manchester want a CAZ and when Bee Network is completed it will most likely require something silly like Euro 7. As that's due on newer vehicles from 2025.

Is this with or without ZEBRA funding? it MAY be with ZeBRA funding as in the original bid the Hebden Bridge & Todmorden Locals were included.

I Don't think Manchester would be allowed to change it's CAZ from E6 to E7 so soon (remember E6 vehicles have been available for best part of 10 years at this point) & would also need central Government to change the requirements for each type of 'eco zone' (CAZ,LEZ & so on) unless your meaning a ZEZ like in Oxford where only Electric vehicles are allowed? Rather than ZEBRA funding I Wonder if they've got something from the 'levelling up' fund as that's what's going to be pay for the new electric buses around the North East.

Article seems to hint that the company has no intention of buying electrics at the very moment Perhaps it is a case of meeting halfway. I'm sure with the infrastructure, and no electrics, it would be easier and cheaper for the government to give them funding?

That to me is a highly competitive bid, don't think many other companies could even begin compete with that, golden opportunity Would come in useful if/when we get Franchising as well, allowing Todmorden/Hebden networks to become electric out of the same depot. As they seem to work closely together if it hasn't already happened by that point I could see Brabin & Burnham teaming up for a ZEBRA bid on the route* - Serving 3 counties included 2 franchised networks plus having rural sections of the route & chargers at the ready as you said would be a difficult bid to turn down. * assuming they are still doing ZEBRA bids in a few years time
