It sounds encouraging if they really believe in simplifying delivery of bus services to the public. It just doesn't seem natural Conservative policy to interfere with how "big business" plc's wish to conduct commercial business.

There are a lot of positives, a number of things that can be positive or go very wrong if miss handled but the primary issues are timescales (councils have to begin partnership processes in months and complete in a year - the most recent Enhanced Partnership I am aware of took at least 18-months from start to finish before COVID when the planning & consulting process would be smoother) & reliance on local authorities getting massively involved where in many places away from the big cities they do nothing at all currently.
