It means that, technically speaking, once again not all buses in London will belong to private operators.
First will still serve Heathrow and Uxbridge from Slough.

Some of us of a certain age can remember the time when Reading and Southend ran a route from Southend to Reading(X1) when deregulation happened back in the '84's. If I remember correctly Reading used Leyland Titans(I am willing to be proved wrong). The Southend-London section proved to be more popular with buses/coaches every 5/6 minutes during the rush hours. There was no competition on that section but Reading were up against Alder Valley who operated a frequent service from Victoria Coach Station to Reading. Eventually the operation came to an end for both both operators.

The service did end, despite integrating the Alder Valley service into it when AV closed Reading depot and sold Newbury to Reading Buses, and a rebranding using the Londonlink name of the AV service.
