Chancellor George Osborne has signed an agreement with political leaders in South Yorkshire paving the way for an elected mayor for the region. The Sheffield City Region was one of 38 places to bid for increased control in how public money is spent in its area. The deal - part of the government's northern powerhouse programme - will require the support of local councils and be subject to public consultation. www.bbc.co.uk/news/uk-england-south-yorkshire-34414584The city region is comprised of the nine local authority areas of Barnsley, Bassetlaw, Bolsover, Chesterfield, Derbyshire Dales, Doncaster, North East Derbyshire, Rotherham and Sheffield. As they say some the detail still to be worked out but this is much wider than just South Yorkshire, including parts of North Derbyshire and North Notts. Therefore just where would the boundary for a Leeds lead bid based predominantly West Yorkshire be, which parts of North Yorkshire should be included. Going back to the Sheffield bid a lot of the non South Yorkshire areas depended on Sheffield in particular for growth and development. One particular memory was the differing licencing laws especially in North Notts where after a Sunday morning game of football the post match entertainment usually included something rather tasty to feast your eyes on.

York wanted to join (I assume they did) but the rest of North Yorkshire were not keen on joining an area dominated by Leeds, and yes York joining and the rest of North Yorks staying out did mean that York sat as an island unconnected to the rest of the region they wanted to join. These Regions are based upon the Local Enterprise Partnerships which sit above of and contain County, Borough & Unitary authorities in a region decided by each council individually and include local business organisations and are supposed to look at ways of developing their regions. This ability for the Boroughs to decide themselves who to join has led to splits where part of counties went one way and part went another, in some cases (like north Derbyshire) this makes sense as the connection from Chesterfield is closer to Sheffield than Derby but in others it has been less logical as there are concerns about domination of Regions by big cities. I'm not even sure that the West Midlands managed to agree to be in the same Region with the Black Country & Birmingham wanting to separate LEPs (a WM councillor asking the question what has Solihull got to do with Wolverhampton? which raises all sorts of questions for elsewhere).
