Metro Chairman Cllr Ryk Downes obviously isn't happy with some of the bus companies in West Yorkshire as he talks about wanting more regulated bus services, similar to what London has. He said "Bus stops with no buses serving them are what you are going to get when you have a bus industry structure that allows private sector operators to stop and start services at will” He gives two examples of companies making changes which didn't please them. No prizes for guessing which companies they are. Example 1: Shortly after a replacement shelter was ordered, the local operating company changed its route, which meant buses no longer served the stop. The shelter, which is still used by pupils catching a school service, is now being removed and re-sited to another stop in the Wakefield District. Example 2: A few years ago, after investing £300,000 to upgrade the Bradford Interchange for operators’ articulated buses, the company deployed the vehicles elsewhere. www.wymetro.com/news/releases/091021BUSSTOP.htm

I would like to see more competion in Bradford at the moment First operate 75% of bus services with Arriva and Keighley and District confirm to two corridors into out of the city and Geldards on the 711 Mon - Sats. TLC operate 3 routes but are inregular (653) or operated at peak times (606) or mid mornings (MC3).

IMO regulation would be a good thing, and I hope Metro do introduce it. Would also be good if Metro had an in house company to bid for work to guarantee that it will never be the case that only operator submits a bid.

I'm not sure an Integrated Transport Authority (ITA - formerly PTE) such as Metro is allowed to operate services, but I think some form of regulation is now needed to give the conurbation a maintained and continuing service & route structure.

Presumably in a regulated market the 653 would not have been cut back, First York would not have been allowed to run the X64 and HCT likewise with the X54. With more regulation I would assume we would have either the same service operated by the same company all throughout the day or, if not, joint ticketing arrangements put in place.

Well seen as Metro want West Yorkshire to be more like London, do you think we'll see most vehicles wearing Metro Connect or Local has it is sometimes reffered to rather normal fleet liveries?

It would make it easier if and when contracts change if buses were in Metro Connect livery, with a maybe a small sticker somewhere saying which company is operating the bus

It will be interesting to see what happens to Quality Contracts depending on who wins the general election next May/June. It has been reported in Local Transport Today that the Conservatives would repeal the provision of QCs in the LTA 2008.
It also says that Metro have 50 proposed routes in the 14 different areas in the county that it would hope to have in operation from January 2011.

Buses don't move from one operator to another in London and until recently London didn't have an all operators generic livery either, all fleets had slightly different red liveries. I'm sure there will be many years of political stuff to wade through before any liveries are even considered

There's a more indepth report on what Metro's intentions are. From my previous post, the routes proposed under Quality contracts would be made available then and the appeals procedure would commence where operators can raise their issues to a Tribunal if they think it is unfair etc. The first batch of routes would commence then in September 2011. The proposed service types Metro have come up with which are subject to further review are "Metro Express" (limited stop service with high spec vehicles used), "Metro10" (basically similar principal to First's Overground which would form a core network) and MetroConnect (similar to existing routes which would connect with Metro10, Metro Express and rail services. Services would run with headways of every 20, 30 or 60 minutes.). The MyBus network would also be expanded. www.wymetro.com/NR/rdonlyres/C9DDB13C-01BC-4B5B-85CB-12652F199BDD/0/ITA20NOVEMBER2009ITEM16.pdf
