Indeed the 2 could run via Bootham both ways, however I think the main purpose of running them via Leeman Road is to avoid them getting caught in the traffic that always seems to build up on there, especially at weekends and Leeman Road isn't as bad for traffic. If City of York Council think about putting an inbound bus lane along Clifton & Bootham that may make that option more appealing without requiring extra resources.
Through route through the city centre could also work, however I agree that if two different P&R services arrive at Rougier Street at the same time they would take up the whole of that large shelter leaving others to pick up in the main road.

On another point, aren't they a bit short of ftr's to replace the current P&R fleet at York? By my calculation, there are 15 Citaro's and 17 B7RLE in P&R colours currently used and only 28 ftr's in both the York & Leeds fleets, leaving a shortfall of 4 if replaced on a one-for-one basis.
Without having the PVR numbers to hand (if someone could comfirm them that would helpful), I think that 27 buses are needed to cover the network. These being:
Service 2: 5 buses Service 3: 4 buses Service 7: 7 buses Service 8: 6 buses Service 9: 5 buses
I can't see them having one spare ftr to cover the entire network.
Also won't the ftr's be banned from working on the 7 and 9 route like the Citaro's owing to tight access roads at the Designer Outlet and Monks Cross Shopping Park respectively? Maybe that would still apply and then there wouldn't be a shortfall.
