It’s temporary for an extended period to mitigate delays caused by the Calder Valley flood alleviation works. I believe it was initially unofficially worked like that before becoming official in the timetable. Started Last year presumably?

The temporary time table has been introduced to improve punctuality along the Halifax to Todmorden via Hebden Bridge section of the route. Buses were previously running late to Todmorden and then running late into Rochdale or Burnley. Because these are long distance routes it makes it difficult to adjust services as it works every 30 mins Rochdale - Todmorden - Burnley (589/590/592 combined). On a service that is every 8 minutes a bus could be pulled at the terminus and adjusted to enter service further along route back on time and the knock on effect would be far less than that of an hourly/half hourly service.

Same reason TLC's 900/901's from Huddersfield to Hebden Bridge are on a 70min timetable, for the (now) next 18months. The works were scheduled to take 22 months when they started again back in May

Believe they are running between Mytholmroyd and Hebden Bridge but between Tuel Lane Top and Mytholmroyd are diverted via Tuel Lane, Sowerby Bridge, Ripponden, Buckstones and Cragg Vale due to a burst water main at the Black Lion in Luddenden Foot.
